Military ballistic helmets

Summary

The procurement is for new military ballistic helmets. Each helmet must provide at least Level IIIA-equivalent ballistic protection and fragment protection with a V50 of at least 650 m/s. The required high-cut design includes an adjustable impact-absorbing liner and retention system, accessory rails, a front mount and hook-and-loop attachment panels. Helmets must be available in at least four sizes covering head circumferences from no more than 52 cm to at least 65 cm, and the largest helmet may weigh no more than 1,650 g. Each helmet must come with a carrying bag and instructions for use and care in Lithuanian. The shell warranty must be at least 10 years; the warranty for other components and the bag must be at least 2 years. To participate, bidders must submit an application for the restricted procedure, the required declarations and evidence of relevant delivery experience. During the previous five years, the bidder must have successfully delivered military ballistic helmets, ballistic vests (excluding plate carriers with no protective function), or ballistic plates with a combined value of at least EUR 100,000 excluding VAT. The bid must demonstrate compliance with the technical specifications. Exclusion grounds and national-security restrictions also apply.
