Design, construction and equipment for Coltea Hospital – Phase 1

Summary

Coltea Clinical Hospital is procuring design services, technical assistance from the designer, construction works and equipment over a 26-month period for the extension of hospital building C2 and the alteration and relocation of buildings C3 and C4. The works include internal and external alterations to C2, adding a storey, modernising the facades and landscaping the surrounding area. The estimated contract value is RON 100,036,311.68. Bidders must submit an electronically signed offer with technical and financial components and complete the European Single Procurement Document. Qualification requires financial resources of at least RON 14,000,000 to cover four months of construction cash flow, at least RON 1,500,000 in similar design-service experience during the previous three years, demonstrated through no more than three contracts, and evidence of quality and environmental management systems. The detailed requirement for similar construction works is referred to in a separate tender document and must be checked there. Price accounts for 40% of the evaluation, the proposed implementation methodology and resource planning for 40%, and the relevant experience of two project-management roles for a combined 20%. Contract signature and entry into force depend on approval of project funding. This condition applies for 12 months after the procedure is completed, and the contracting authority may cancel the procedure if funding is rejected.
