Design and construction works to improve energy efficiency at Floare de Colț Kindergarten

Summary

The contract covers the design, technical verification, design supervision during construction, and construction and installation works for the energy-efficiency improvement project at Floare de Colț extended-program kindergarten in Pitești. Design and construction must be completed within 12 months. The designer’s technical assistance continues throughout the works, the warranty period and until final acceptance of the project. The procurement is not divided into lots and has an estimated value of RON 12,354,134.10. Contract award depends on signature of the funding agreement; if funding is not secured, the contracting authority may cancel the procedure. Tenderers must demonstrate the required registration, quality management to ISO 9001 or equivalent, and environmental management to ISO 14001 or equivalent. They must show similar design services worth at least RON 359,473 excluding VAT, completed within the past three years under no more than three contracts, and similar construction works worth at least RON 11,935,581 excluding VAT, completed within the past five years under no more than three contracts. The tender must name four key experts and substantiate each expert’s relevant experience. The works warranty must be at least three and no more than five years. Evaluation weights are 44% for key experts’ experience, 40% for the tender price and 16% for the extended works warranty.
