Supply and installation of SCADA equipment

Summary

The contract covers the supply, installation, configuration and testing of the hardware, software and communications equipment needed to modernise the regional SCADA control centre in Pitesti. The work includes IT infrastructure comprising servers, NAS storage, a firewall, UPS, network and video wall; SCADA software configuration; integration with existing regional and local systems; commissioning; and training the buyer’s staff. The system is intended for continuous, redundant operation with local and web access, improving central monitoring of water and wastewater systems, cybersecurity and availability. The work is in Pitesti; the contract lasts 18 months and has an estimated value of RON 7,793,500. To participate, bidders must demonstrate legal registration and authority to conduct the relevant activities, average annual turnover of at least RON 7,793,500 over the last three financial years (2023–2025), and experience within the last three years supplying, testing and commissioning similar or more complex SCADA systems under no more than two contracts with a combined value of at least RON 7,793,500 excluding VAT. An ISO 9001 or equivalent quality-management credential and a SCADA coordinator with experience on at least one similar project are required. Offers must be submitted electronically and electronically signed. The award is based on price (70 points), warranty period (15 points) and the SCADA coordinator’s experience (15 points). The minimum warranty is 24 months; warranty periods up to 60 months are considered in scoring.
