Data exchange, data processing and development services for the Lithuanian Geological Survey

Summary

The procurement covers data exchange, data processing and development services for the Lithuanian Geological Survey’s GEOLIS geological information system. The main task is to modernise the “Resource Areas” subsystem: analyse and update its functions, data entry and processing, reporting and API data exchange, while preserving data integrity and existing integrations. The work also includes functions for preparing report templates and documents, approval, registration and qualified electronic signing. The solution must be compatible with GEOLIS’s Oracle Database 12c infrastructure. Services must be delivered within 7 months of contract signature, with a trial operation period of at least 2 months in total. The developed and modified GEOLIS components must have a 12-month warranty, including defect resolution and incident management and warranty maintenance for those components. During the previous 3 years, the tenderer must have properly delivered information-system development, implementation or modification services worth at least EUR 150,000 excluding VAT. This value may be evidenced by one or more contracts, but they must concern the same information system. The bid must identify a qualified team covering these roles: project manager, information-systems analyst, architect, programmer, database programmer and tester. The roles have relevant certification and experience requirements; one specialist may cover multiple roles. All specialists must have Lithuanian-language skills at CEFR level C1 or higher, or the tenderer must provide oral and written interpretation at its own expense. Compliance is evidenced through a service list, client references and information on the specialists’ qualifications and experience.
