Development, Implementation and Support of Klaipėda City’s Environmental Monitoring Information System

Summary

The procurement covers the design, development, testing and deployment of Klaipėda City’s environmental monitoring information system in the municipality’s infrastructure, together with system maintenance and operational support. The system must consolidate environmental and meteorological data, connect to monitoring stations, Internet of Things devices and other data sources, support analysis and map-based display, and inform the public about environmental conditions and limit exceedances. The work also includes migrating historical monitoring data and remotely training two municipal specialists. The system must be developed, tested and deployed, and the specialists trained, within 5 months. Historical data must be migrated within 2 months after the support period begins, and maintenance and support must be provided for 55 months. The procurement is not divided into lots, and tenders must cover the full scope; price is the only award criterion. The offer must include the required declarations and price proposal and comply with the technical specification and national-security conditions. At least one specialist with suitable higher education and at least 18 months’ experience in information-system development or implementation is required. No tender guarantee is required.
