Design and construction works to rehabilitate the Constanța district-heating networks – Phase V

Summary

The Municipality of Constanța is procuring the design and construction works for the rehabilitation of the primary and secondary district-heating networks, including preparation of design documentation and technical assistance. The expected contract duration is 36 months and the estimated value is RON 201,939,866.98. Contract award is conditional on the signing of the funding agreement for the project. Bidders must demonstrate at least RON 50 million in similar works completed during the previous five years. Bids will be evaluated on price (40%), the specific experience of key personnel (19%), construction quality, including the proportion of welds tested non-destructively by ultrasound (20%), the works warranty period (15%), and the proposed contract-implementation methodology (6%). Bids must be submitted electronically through SEAP with the required European Single Procurement Document and, where applicable, documents for joint bidders, subcontractors and supporting entities. No bid guarantee is required.
