Construction of the Cosoba wastewater treatment plant

Summary

The contract covers the design and construction of a wastewater treatment plant serving 5,018 population equivalent in Cosoba. The contractor will prepare the technical design and permit and approval documents, assist the contracting entity in obtaining permits, build the facility, supply and install process equipment, test and commission the plant, train the contracting entity’s staff, provide design-engineer support during construction, and remedy defects during the warranty period. The planned duration is 24 months: five months for design, 16 months for construction, and three months for testing and commissioning. The defects-notification and warranty period must be at least 36 months. The estimated value is RON 18,201,621.07, excluding unforeseen costs. Bids are evaluated on price (40 points), guaranteed annual operating costs (40 points) and additional warranty duration (20 points); offers below 36 months are not accepted, and no extra points are awarded for periods exceeding 60 months. To participate, bidders must submit an electronically signed bid, demonstrate average annual turnover of at least RON 18 million in 2023–2025, and show experience completed within the last five years on a design-and-build contract for a wastewater treatment plant of at least 5,000 population equivalent. ISO 9001 and ISO 14001 certificates or equivalent evidence are also required, as is a RON 180,000 tender guarantee.
