Periodic maintenance of national roads with asphalt overlays

Summary

The procurement is a 48-month framework agreement for periodic maintenance of national roads by laying asphalt overlays, divided into eight lots: Ploiesti, Bucharest, Giurgiu, motorway sections A1, A3 and A2, Pitesti, and Targoviste. The works are intended to keep roads safe and comfortable for traffic. Up to three contractors will join the framework; competition will not be reopened for call-off contracts, and at least two call-off contracts will be awarded each year. The tender submission deadline is 12 November 2026 at 15:00. Bidders must demonstrate comparable hot-mix asphalt roadworks completed during the previous five years, have the required equipment for each lot tendered, and meet registration and exclusion requirements. Equipment includes an asphalt plant with a capacity of at least 60 tonnes per hour and different specified numbers of covered dump trucks for each lot. Evaluation awards 80 points for price, 10 for asphalt-plant capacity and 10 for the number of materials supported by an Environmental Product Declaration (EPD) or equivalent evidence. Work may also take place at night, and the contractor must comply with applicable labour, occupational-safety and social-protection rules.
