Modernisation and rehabilitation of Bucharest street infrastructure, public lighting and urban furniture
Summary
The procurement covers construction works to modernise and rehabilitate Bucharest’s street infrastructure and to upgrade public lighting and urban furniture. The works must support safe road and pedestrian traffic and provide functional, high-quality infrastructure. On completion, the contractor must submit representative as-built plans, drawings and details. Payment is based on quantities actually completed, measured on site. This is a 48-month framework agreement with a maximum estimated value of RON 2,938,797,687.60. It will be awarded to up to 10 economic operators. An estimated 1–4 call-off contracts will be awarded each year, with at least one per quarter; each call-off contract will last 3–12 months. Call-offs will be awarded through renewed competition among framework contractors, with price as the re-tendered element. Bidders must submit the ESPD, technical proposal and financial proposal electronically. Requirements include average annual turnover of at least RON 183,714,302.66 over three years, a 2025 general liquidity ratio of at least 1, the specified similar completed experience and access to the listed roadworks and lighting equipment. The award assessment gives price 60 points and also considers the project manager’s experience, works warranty period, implementation methodology and recycled-material content. The warranty must be at least 36 months; recycled-material scoring thresholds are 10%, 15% and 20%.
