Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tenderer and members of its representative, management or supervisory bodies are checked for final convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorist offences or related activity, money laundering or terrorist financing, unlawful use of child labour, or human trafficking, and for any continuing exclusion period imposed by a court. The possibility of restoring reliability may apply where the procurement exceeds the international threshold or the tender documents provide for it. Grounds for exclusion also include failure to meet tax or social security contribution obligations. The stated threshold for tax debt is EUR 0; the clarification says that Estonia does not issue a tax-debt certificate for debts below EUR 100 or where payment has been rescheduled. For foreign tenderers, the law of their country of establishment applies. The tenderer must confirm that awarding the contract to it would not breach international or Estonian government sanctions. A tender will be rejected if the resulting contract would be void under the sanctions rules.

Qualification criteria and exclusion grounds

The supplier must meet both of these qualification requirements: - Annual net turnover of at least EUR 150,000 in each of the last three financial years completed before the procurement began. The supplier must provide the declaration and details in the ESPD as preliminary evidence; the contracting authority will verify the requirement using annual reports and may request further information from successful tenderers. - At least three similar contracts completed during the 36 months before the tender deadline, involving rental of conference equipment for high-level events together with associated services such as transport, installation, assembly, dismantling, configuration or technical support. Each contract must have exceeded EUR 5,000 excluding VAT. Provide contract details, including value, dates and client information; further details may be requested from successful tenderers. The tender must include the completed technical description and price list for the equipment and services, and the price offer must follow the structure specified in the pricing sheet. Conditional tenders are not allowed. A joint tender must include an authorisation appointing a representative for the joint tenderers. The tenderer must identify any business secrets and explain why the information qualifies; prices and other evaluation-related numerical figures may not be designated as business secrets. Where an equivalent is offered, explain the equivalence and provide supporting evidence. The tenderer must confirm compliance with the tender documents and the applicable sanctions requirements for supplied goods and subcontractors or suppliers. No specific award criterion is stated in the provided documents.
