Compliance requirements
A bidder is excluded if any of the exclusion grounds under § 95(1) of Estonia’s Public Procurement Act applies. The bidder must confirm in its bid that none of these grounds apply. Before concluding the framework agreement, the contracting authority will check the successful bidder using public databases, including information available through the public procurement register, and may require supporting documents before contract signature. A bid may also be rejected if the resulting contract would be void under the International Sanctions Act, including where the offered goods are subject to international sanctions or originate in sanctioned regions.
Qualification criteria and exclusion grounds
No specific financial-capacity, turnover or previous-experience requirements are stated in the available documents. The bid must comply with the procurement documents and include the required contact details for the person authorised to sign the contract and the contract-performance contact, the price in the specified format, the completed technical-description bid form, and product technical descriptions and manufacturer documentation sufficient to verify compliance.
The bidder must submit one large and one small toilet-paper roll as samples, in a sealed, labelled package, before the bid-opening deadline, to H-building, Ravi 18, Tallinn. The label must identify the procurement, reference number and bidder. Bidders who submitted samples in procurement 315963, “Toilet paper”, do not need to submit them again. The products may be functionally tested; a failure to meet the specified description or use method, or technical problems during use, makes the bid non-compliant. Samples are not returned after the procedure.
The toilet paper must fit the hospital’s existing dispensers; if it does not, the bidder must supply suitable dispensers free of charge. Paper products must meet the EN ISO 14024 Type I ecolabel requirements or an equivalent European standard. Provide a list of the products to be supplied and supporting evidence. An ecolabel certificate is sufficient; otherwise, provide a conformity audit by a conformity-assessment body or independent auditor. Where equivalence is claimed, explain it and provide supporting evidence. The bid must also include the required confirmations concerning compliance with the procurement documents and the status of the goods under international sanctions. The bidder must confirm that it will not involve covered Russian-linked subcontractors or suppliers for more than 10% of the contract value; the relevant persons or entities include Russian nationals, residents or established businesses, entities more than 50% owned by them, and persons or entities acting on their behalf or instructions. No award criteria are specified in the supplied documents.
