Compliance requirements
The bidder may be excluded if it or a member of its administrative, management, or supervisory body, or a person authorised to represent, make decisions for, or control it, has received a final conviction within the previous five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking, or remains subject to an exclusion period imposed by a conviction. Exclusion may also apply for unpaid taxes or social security contributions, or if awarding the contract would breach an international or Estonian government sanction. Where legally available for this procurement, the bidder may provide evidence of measures taken to restore its reliability. For Estonian tax debts, the tax authority does not issue a debt certificate where the debt is below EUR 100, excluding interest not established by an administrative act, or where payment has been deferred. Foreign bidders are assessed under the law of their country of establishment.
Qualification criteria and exclusion grounds
No specific financial, experience, or personnel qualification thresholds are stated in the available documents. For each lot, the bidder must confirm acceptance of the tender conditions and submit the participation application using Form 1. If the person signing the bid is not listed in the register as authorised to represent the bidder, a power of attorney using Form 2 must be provided. Joint bidders must appoint an authorised representative and submit a power of attorney for the joint bid. The bidder must provide descriptions sufficient to assess whether the proposed service meets the requirements and submit the completed price offer form (Form 4). If proposing an equivalent solution, the bidder must explain and provide evidence of equivalence. The bidder must identify and justify any information claimed as a trade secret; the bid price and other numerical indicators used in evaluation may not be designated as trade secrets. Conditional bids are not permitted. The available documents do not specify an award criterion or scoring method; check the official tender documents for details.
