Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

Tenderers originating in third countries are excluded. For this procedure, a third country is a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has concluded a reciprocal free trade agreement covering public procurement. The tenderer must state the country where its company is registered.

Qualification criteria and exclusion grounds

The tenderer must have delivered at least two low-speed shredders suitable for pre-shredding wood within the 48 months before the procurement began. Each reference machine must have had an electric main drive with total rated motor power of at least 200 kW. For each delivery, provide the customer's name and contact details, contract value, a brief description of the machine, and the acceptance date (month and year). The contracting authority may verify the references directly with the customers. If the tenderer relies on another entity's technical or professional capacity, that entity must perform the work or services to which the relevant capacity relates. The tender must include a completed Annex 1 technical requirements form and a comprehensive price offer or bill of quantities showing the proposed solution and pricing structure. The tenderer must provide a warranty of at least 12 months or 1,000 operating hours, whichever comes first, from signed acceptance; the warranty must not require a separate service agreement. The tender must remain valid for at least one month after the submission deadline. For joint tenders, the tenderers must appoint an authorised representative and provide a power of attorney. The tenderer must confirm acceptance of the procurement-document requirements, the specified payment schedule and terms, and the contractual penalties. Any claimed equivalence must be explained and supported with evidence. During the warranty period, the tenderer must provide fault-response services included in the total tender price. The initial response to a fault notification must be given within one working day; where needed, remote diagnostics must be performed. If required, an on-site technician must arrive at the buyer's production premises within three working days of notification. These time limits apply Monday to Friday, 08:00–16:00 Estonian time, excluding public holidays. If a notification arrives outside those hours, the response period starts at 08:00 on the next working day. Failure to respond within the agreed time may result in a penalty of 0.1% of the total tender price per day, capped at 3% of the total contract price. The tenderer must also identify any trade secrets and justify their classification; total and partial prices and indicators used for evaluation may not be classified as trade secrets.
