Exclusion also applies to the specified cases of enabling the unlawful employment of a foreign national, including breaches involving the employment conditions or required wage. A bidder may be excluded for unpaid taxes or social security contributions. The notice states a threshold of EUR 0; under the stated national rules, a tax-debt certificate is not issued where the relevant debt is below EUR 100 or payment has been deferred. A bidder may also be excluded if entering into the contract would breach an international or Estonian government sanction. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must be entered in the business register of its country of establishment. Its average annual net turnover for 2023–2025 must be at least EUR 200,000 per year (a minimum of EUR 600,000 over the three-year period). The bidder must have completed at least one contract for the supply and installation of wastewater treatment plant equipment related to treatment processes, such as aerators, mixers, blowers or pumps. The work must have been completed within the 36 months preceding the start of the procurement. Qualifying supply and installation may also have been carried out as part of construction to build or reconstruct a wastewater treatment plant. The offer must comply with the tender documents and must not be conditional. For every proposed item of equipment, provide a precise technical description identifying the equipment and including manufacturer information on its operating point, capacity and efficiency. Submit the price in the prescribed structure and include the completed bill of quantities. If an equivalent product is offered where a reference or specification is given, explain the equivalence and provide supporting evidence. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. A site visit to the Tapa wastewater treatment plant is mandatory to assess installation possibilities and prepare the offer. For a joint bid, the joint bidders must appoint an authorised representative and include the power of attorney. The bidder must identify any information claimed as a trade secret and explain why; the price and price components, as well as other figures used to evaluate the offer, cannot be designated as trade secrets.
