Other grounds include breaches of tax or social security payment obligations; violations of environmental, social or labour obligations; bankruptcy, insolvency, liquidation or comparable situations; suspended business activity; serious professional misconduct; agreements distorting competition; an unmanageable conflict of interest or an advantage gained through involvement in preparing the procurement; early termination or sanctions for serious breaches of previous contracts; false or misleading information, withheld information or failure to provide requested documents; and improper attempts to influence the procurement or obtain confidential information. National grounds include enabling a person without a lawful basis to work, entering into a contract with a person subject to international sanctions, and relevant tax-related convictions. The notice states that a tax-debt certificate is not issued where the tax debt is below EUR 100, excluding interest not established by an administrative act, or where payment of the debt has been rescheduled.
