Compliance requirements
The bidder may be excluded if it or a person with management, supervisory or representative authority has a final conviction within the last five years, or an exclusion period is still in force, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The grounds also include tax or social security contribution debts, enabling a foreign national to work without a legal basis or in breach of applicable employment conditions, and being subject to an international sanction. Where permitted, the bidder may submit evidence of measures taken to restore its reliability. For Estonian tax debts, the notice explains that a certificate is not issued where the debt is below EUR 100 or payment has been deferred.
