Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder will be excluded if the bidder, or a person authorised to represent, make decisions for or control the bidder, has a relevant conviction for participation in a criminal organisation, breach of duty of integrity or corruption, fraud, terrorist offences or related conduct, money laundering or terrorist financing; for illegally enabling a foreign national to work or breaching the conditions for a foreign national’s employment in Estonia, including paying below the statutory minimum; or for unlawful child labour or human trafficking. Exclusion also applies where the bidder has outstanding state tax, contribution or environmental-charge debts under Estonian law, or tax or social security contribution debts under the law of its country of establishment, or where awarding the contract would breach an international or Estonian government sanction. The bidder must confirm that none of these grounds applies.

Qualification criteria and exclusion grounds

The bidder or its subcontractor must have properly completed relevant contracts during the 60 months preceding the start of the procurement. The experience must cover both: (1) design, at least to the detailed design stage, of a fire-water, sprinkler or technically equivalent industrial water supply system, pumping station or pump-related piping; and (2) construction or reconstruction of such a system, pumping station or piping, including installation of relevant measuring and shut-off devices. Separate reference contracts may be submitted for design and construction. Experience with systems handling other liquids may also qualify if the technical content and complexity are comparable. Submit the completed contract list using Form 1, including contract dates and the other contracting parties. If relying on a subcontractor’s experience, identify that subcontractor in the subcontractor table. The bidder must provide a competent team whose members personally and directly perform the contract, including at least a security systems designer holding a level 6 professional certificate with competence in designing water- and foam-based fire-extinguishing systems, and a responsible security systems specialist holding a level 5 professional certificate with competence in installing and maintaining water- and foam-based fire-extinguishing systems. Equivalent or higher qualifications are accepted, and one person may fill multiple roles if qualified for them. Submit the responsible specialists’ list using Form 2 and copies of documents proving their competence. A foreign bidder without qualification documents issued under Estonian regulations must submit copies of qualification and competence documents issued under the laws of its country of establishment and undertake to provide, within one month after signing the contract, confirmation from the Estonian Consumer Protection and Technical Regulatory Authority concerning the responsible person’s qualifications and competence. For a joint bid, the joint bidders must appoint an authorised representative from among themselves and provide the relevant power of attorney. The bid must accept all procurement-document conditions; alternative, conditional and partial bids are not permitted. The price must follow the structure specified in the sheet for award criteria and evaluated indicators. The machine-readable information provided does not specify the award criteria or their weighting.
