Compliance requirements
The bidder must confirm that neither it nor its management or supervisory members or representatives are subject to grounds for exclusion. These include convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Grounds also include failure to pay taxes or social security contributions, bankruptcy or insolvency, liquidation, assets being administered by a liquidator or court, suspension of business, an arrangement with creditors and comparable situations.
Other possible grounds include breaches of environmental, social or labour-law obligations; serious professional misconduct; agreements intended to distort competition; conflicts of interest; an undue advantage gained through involvement in preparing the procurement; material breaches of previous contracts; submitting false information or failing to provide required information or documents; and improperly influencing the contracting authority or obtaining confidential information. Under Estonian law, grounds also include a conviction for enabling a foreign national to work in Estonia without a legal basis or in breach of applicable employment conditions, as well as a contract award that would violate international or Estonian sanctions. A conviction for tax offences may be a discretionary ground for exclusion.
Where an exclusion ground applies and remedial measures are permitted in the procedure, the bidder may submit evidence of steps taken to restore its reliability. The stated threshold for unpaid tax or social security liabilities is EUR 0. Under the Estonian Taxation Act exception, the tax authority does not issue a tax-debt certificate where the debt is below EUR 100 or payment has been deferred.

No further details of the award criteria are provided; check the procurement documents.
