A bidder may be excluded for relevant convictions involving participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and human trafficking. Exclusion grounds also include tax or social security contribution arrears; breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation or similar proceedings; suspended business activity; serious professional misconduct; agreements or conduct distorting competition; an unmanageable conflict of interest; improper involvement in preparing the procurement; serious or repeated failures under previous contracts; and false or misleading information, withholding required information or failing to provide requested documents. National grounds include enabling the unlawful employment of a foreign national, being subject to international sanctions, convictions for tax offences and, where applicable, local tax debt owed in the contracting authority’s area. The bidder must also confirm that neither it nor its subcontractors are established or resident in Russia or Belarus. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

The bidder must have provided similar services for a total of at least 12 calendar months during the 36 calendar months preceding the start of this procurement, under one or more contracts with a combined value of at least EUR 40,000. At least one completed contract must be demonstrated. Similar services include maintenance, repair and installation of water supply and sewerage systems in buildings and structures. Provide a list of the services or works, stating the client’s name and contact details, contract title, brief description, performance period and value. For a public procurement contract, also provide its reference number. The bid must accept all tender-document conditions; conditional bids are not permitted. Submit the price in the structure specified in the pricing and evaluable indicators schedule. If submitting a joint bid, include the joint bidders’ authorisation appointing a representative. Identify any trade secrets in the bid and explain the designation; prices and other specified evaluation-related figures may not be designated as trade secrets. Confirm compliance with the tender documents and, where relevant, explain equivalence and provide supporting evidence. Submit the required bidder declaration and confirmations using the specified form.
