Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tenderer may be excluded if it, or a person authorised to represent, manage or control it, has a relevant final conviction within the last five years or remains subject to an exclusion period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour and other forms of human trafficking. The tenderer must also not have relevant tax or social security contribution arrears. The notice sets the arrears threshold at EUR 0; under the stated Estonian rules, a tax-debt certificate is not issued where the debt is below EUR 100 or payment has been rescheduled. Foreign tenderers are assessed under the rules of their country of establishment. Mandatory national grounds include enabling a foreign national to work while staying in Estonia unlawfully, or enabling breaches of the conditions for a foreign national’s work in Estonia, including payment below the statutory wage rate. A contract may not be awarded where doing so would violate an international or Estonian government sanction. The tenderer must provide the names of persons authorised to represent, decide for or control it if that information is not available in the Commercial Register, or confirm that there are no such persons. Where an exclusion ground applies, evidence of measures taken to restore reliability may be submitted where the law or procurement documents allow it.

Qualification criteria and exclusion grounds

The tenderer must submit a description of the course structure covering the topics to be taught, their sequence and scope, the proposed division between learning formats, classroom teaching and the relevant Digiriik modules, and visual materials. It must explain how and with which partners the tenderer plans to engage to achieve the contract objectives. The description must also discuss three existing Digiriigi Academy courses, including what the tenderer likes or dislikes about their visuals in view of the target group, which visuals it expects to use or avoid, and the authoring software planned for creating the e-courses. The tenderer must describe the materials to be created for teachers’ classroom sessions, such as case studies, slides or worksheets. The tenderer must submit the prescribed project team confirmation, setting out the team composition, members’ competence and experience organising training with a similar purpose or target audience. No specific minimum number of projects or duration of experience is stated in the provided text. The tenderer must also identify possible delivery risks and mitigation measures, including expectations of the contracting authority, and provide an indicative project plan with week-level detail, proposing the duration of each stage from the contract-signing date. The tenderer must submit the budget using the prescribed form and present the price in the structure specified in the procurement documents. The bid must accept all procurement-document conditions; conditional bids are not permitted. Any claimed equivalence must be explained and supported by evidence where necessary. For a joint bid, the parties must appoint an authorised representative and include the relevant power of attorney. A power of attorney must also be provided if the bid is signed by someone not listed in the Commercial Register as authorised to represent the legal entity. The tenderer must identify any business secrets and explain why the information qualifies, or state that the bid contains none. Price and price components, as well as specified numerical indicators relating to evaluation, may not be designated as business secrets. The provided documents state no award-scoring method or specific financial-capacity threshold.
