Compliance requirements
Tenderers originating from third countries will be excluded. A third country is a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement (GPA), or a country with which the EU has concluded a reciprocal free trade agreement covering public procurement. Tenderers must state their country of origin, defined as the country in which the company is registered.
Qualification criteria and exclusion grounds
The tenderer must have annual sales revenue of at least EUR 1,200,000 in each of the last three completed financial years. The notice requests revenue figures for 2025, 2024 and 2023. For tenderers established outside Estonia, the contracting authority may request signed copies of financial statements or equivalent documents as evidence.
Within the 60 months preceding publication of the contract notice, the tenderer must have delivered at least one automated storage and saw system to a customer. The tenderer must provide the customer's name and contact details, a brief description of the equipment delivered, and the month and year when the works were accepted.
The tender must include a comprehensive price offer or bill of quantities showing the equipment specifications, scope of work and pricing structure. The tenderer must complete Annex 1, the technical requirements form, and submit relevant technical specifications. The tender must comply with the procurement documents; where an equivalent solution is offered, the tenderer must explain the equivalence and provide supporting evidence. Conditional tenders are not permitted, and the price must follow the structure specified for the procurement.
For a joint tender, the joint tenderers must appoint an authorised representative from among themselves and submit a power of attorney. The tenderer must identify any information in the tender that is a trade secret and justify its classification. The total tender price, item prices and indicators corresponding to the evaluation criteria may not be classified as trade secrets.
The tenderer must accept the payment schedule: 30% after contract conclusion, 60% before delivery and 10% after full performance and acceptance of the works by the contracting authority. Before paying the 60% instalment, the authority may request a document certifying readiness for delivery. The payment term shown on the invoice for each instalment must be at least 14 calendar days. The tenderer must also accept the contractual penalty terms set out in subsection 2.2 of the procurement document.
For a technical problem, the tenderer must respond by remote assistance within one working day. During the warranty period, a technician must be sent to the contracting authority's production premises within five working days when needed, or within two working days in the event of a critical failure that completely stops production. Response obligations apply on working days, Monday to Friday, from 08:00 to 16:00 Estonian time. They do not apply on weekends, public holidays or to notices received outside that period; for a notice received later, the response period starts at 08:00 on the next working day.
The warranty must last at least 12 months from acceptance of the works, be included in the total tender price, and remain valid without a separate service agreement and regardless of the number of shifts or machine operating hours. The tenderer must state the warranty period in months. The tenderer must ensure that a service representative responsible for equipment maintenance and technical support is located in Estonia throughout performance of the works and the entire warranty period. The representative need not be operating in Estonia when the tender is submitted but must be ready to provide services no later than handover of the equipment. The tenderer remains responsible for these obligations even if an official representative or partner provides the services.
For the evaluation criteria, the tenderer must state the storage system's maximum material capacity in cubic metres and the saw carriage speed in metres per minute. The provided text does not specify the weightings or scoring method for these figures.
