Compliance requirements
The tenderer may be excluded for relevant final convictions involving organised crime, corruption, fraud, terrorism, money laundering or terrorist financing, child labour or human trafficking, including convictions of persons who represent, manage or control the tenderer. Grounds also include unpaid taxes or social security contributions; breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest; involvement in preparing the procurement where an unfair advantage cannot otherwise be prevented; serious or repeated failures under earlier public contracts resulting in termination or comparable sanctions; false or misleading information, withheld information, failure to provide required documents, or improper attempts to influence the procedure or obtain confidential information. National grounds include enabling unauthorised employment of foreign nationals, being subject to applicable international sanctions, tax-related offences, and being ineligible to submit an offer under any restriction set in the procurement documents. Where legally permitted, the tenderer may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The tenderer’s net turnover in its most recently completed financial year must be at least EUR 140,000. Joint tenderers may add their turnover together. The tenderer must also have completed at least one contract during the 36 months before the procurement began, worth at least EUR 50,000 excluding VAT, involving GIS and spatial-data work, including the collection, processing and/or organisation of spatial data. The tenderer must provide contract details and, when requested, client confirmation of the work, duration and value. Where the tenderer relies on another entity’s capacity, the required ESPD and that entity’s commitment and responsibility for the relevant contract work must be provided.
The team must include people whose experience and skills meet the role requirements for geoinformatics and GIS development in the technical description. CVs must be submitted for all team members whose combined skills and experience cover those requirements; more than one person may jointly cover a role’s requirements. The tenderer must confirm acceptance of the procurement conditions and submit a compliant offer. For a joint tender, each member must provide a separate ESPD and the authorised representative’s signed power of attorney. The tenderer must identify authorised persons not visible in the relevant company-register extract, or confirm that there are none, and identify any information claimed as a trade secret with reasons; the offer price and specified evaluation-related figures may not be marked confidential. The tenderer must also confirm that prohibited Russian-linked subcontractors and suppliers will not be involved in more than 10% of the contract value. No specific award criteria are stated in the supplied documents; check the official tender documents for details.
