Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tenderer may be excluded for relevant convictions of the tenderer or its management, supervisory or representative persons, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. The grounds also include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, suspended business or comparable situations; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest; involvement in preparing the procurement that creates an unremedied competitive advantage; significant or repeated failures under previous public contracts; and false, withheld or misleading information, failure to provide requested documents, or attempts to obtain confidential information or improperly influence the contracting authority. National grounds include enabling an unlawfully present foreign national to work, being subject to an international sanction, tax-related criminal offences, and any applicable restriction based on the tenderer’s country of establishment. Where legally available, the tenderer may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

Both lots require the tenderer to be registered in the relevant business register and to hold a valid licence for providing security services where required by the law of its country of establishment. For Lot 1, the average annual net turnover for the last three financial years closed by the start of the procurement must be at least EUR 550,000; for Lot 2, it must be at least EUR 300,000. If the tenderer has operated for less than three years, the average for its period of operation must meet the applicable threshold. Joint tenderers may aggregate these figures. For Lot 1, within the 36 months before the procurement began, the tenderer must have properly performed at least one comparable contract for legal entities, with a total value of at least EUR 250,000 excluding VAT. The services must have included technical monitoring of premises and maintenance of security equipment, provided simultaneously at no fewer than 50 different sites, including at least one public-use building. For Lot 2, the tenderer must have properly performed at least one contract for staffed guarding for legal entities within the same 36-month period, with a total value of at least EUR 150,000 excluding VAT, including guarding at a public-use building. For ongoing contracts, only the value of services actually delivered by the procurement start date counts. Joint tenderers may aggregate experience. Lot 1 requires a responsible employee with at least Security Manager, level 5 (or equivalent EQF level 5) for technical guarding, and a responsible employee with at least Security Systems Responsible Specialist, level 5 (or equivalent EQF level 5) for installation and maintenance of security equipment. Lot 2 requires a responsible employee with at least Security Manager, level 5 (or equivalent EQF level 5). The tenderer must provide the required details in the European Single Procurement Document; the contracting authority may verify qualifications in the professional qualifications register and request evidence. A replacement must meet the same qualification requirement. Where another entity’s capacity is relied upon, submit that entity’s procurement passport and consent to the use of its capacity. Submit an unconditional offer accepting the procurement documents, valid for at least three months from the submission deadline. Conditional, partial and alternative offers are not permitted. For Lot 1, complete and submit Form 4, the price table, and enter the total price excluding VAT in the designated price schedule. For Lot 2, enter the monthly staffed-guarding price in the prescribed structure. Prices must include all costs associated with performance, and no unit price may be zero or less. Lot 1 offers are assessed using the total offer price. A tender guarantee is required: EUR 2,000 for Lot 1 and EUR 1,000 for Lot 2. It may be provided as an unconditional, payable-on-first-demand guarantee from a credit or financing institution or insurer, or as a deposit to the contracting authority’s account. Submit the payment confirmation or guarantee with the offer; it must remain valid for at least three months from the submission deadline. Provide details of authorised representatives not shown in the relevant register, or confirm that there are none. Joint tenderers must appoint an authorised representative and submit a power of attorney. If the technical description is needed to prepare the offer, submit the signed request form specified in the tender documents to obtain it.
