Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must declare whether it or persons with management, supervisory or representative powers have relevant final convictions within the previous five years, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. The declaration also covers tax and social security contribution arrears, breaches of environmental, social or labour obligations, bankruptcy, insolvency, liquidation or comparable situations, serious professional misconduct, agreements to distort competition, conflicts of interest, involvement in preparing the procurement where an advantage cannot otherwise be avoided, and significant or persistent failures under previous contracts resulting in early termination, damages or penalties. It also covers false or misleading information, failure to provide required information or documents, attempts to improperly influence the procurement or obtain confidential information, enabling unlawful employment of foreign nationals, international sanctions, tax offences and restrictions on the right to participate. Where an exclusion ground applies, the bidder may provide information about measures taken to restore its reliability where permitted.

Qualification criteria and exclusion grounds

The bidder must hold a valid forest management work permit by the time the framework agreement is signed and throughout the contract period. A foreign bidder may provide an equivalent document or permit; a copy must be included with the bid. The bidder must provide details (names and certificate numbers) for at least two people who will carry out forest management work, confirm that they have agreed to participate in the framework agreement, and use personnel holding a forest manager certificate or an equivalent document. The contracting authority may request copies of the certificates or equivalent documents. The bid must include the completed pricing form without alterations or added conditions. All fields marked by the contracting authority must be completed with unit prices in euros excluding VAT. The weighted sum of unit prices must also be entered in the procurement system; the prices will form the basis for payment for orders throughout the framework agreement. The specified pricing structure must be followed. Conditional bids are not permitted, and submission confirms acceptance of the procurement documents’ requirements. For a joint bid, the joint bidders must appoint an authorised representative and include their power of attorney. The bidder must identify authorised persons who can represent, make decisions for or control the company and are not visible to the contracting authority in the Commercial Register, or confirm that there are no such persons. The bidder must also declare any information in the bid that constitutes a trade secret and explain why; prices and other specified evaluation-related numerical information may not be classified as trade secrets. The bidder must confirm that subcontractors and suppliers engaged in contract performance are established in Estonia, another EU Member State, an EEA contracting state or a country party to the WTO Government Procurement Agreement. In addition, Russian persons or entities, entities more than 50% directly or indirectly owned by them, and their representatives or entities acting on their instructions may not be involved in performing more than 10% of the contract value.
