The bidder must confirm that none of the exclusion grounds set out in § 95(1) and (4) of the Estonian Public Procurement Act apply. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions; an offer that would result in a contract being void under the applicable sanctions law will be rejected.

For Lots 1 and 2, the bidder must have completed at least two contracts for goods analogous or equivalent to the procurement subject during the 36 months before the procurement began. The bidder must provide details of this experience. For each lot, submit the prescribed technical offer and product technical data, such as data sheets, brochures, instructions, certificates or other evidence of compliance. Provide a CE declaration of conformity or equivalent evidence, and state the risk class and electrical safety class where applicable. The bidder must be the device’s official representative or an authorised reseller, or ensure compliant delivery and warranty service through an authorised partner. Submit the required general confirmations. The offer must comply with the tender documents, be unconditional, and its price must follow the specified pricing structure. Where equivalence is relied upon, explain it and provide supporting evidence.
