Tenderers originating from third countries must be excluded. For this procurement, third countries are countries that are not EU Member States, EEA countries, WTO Government Procurement Agreement countries, or countries with which the European Union has concluded a reciprocal free trade agreement containing public procurement provisions. The tenderer must state its country of origin.

The machine-readable notice did not specify separate financial capacity, previous experience, registration, certification or personnel requirements; these must be checked in the tender documents. The tenderer must submit a comprehensive price offer or bill of quantities showing the proposed solution, equipment specifications, scope of work and pricing structure, with engineering costs stated separately from other works. The tenderer must complete Annex 1, Technical Requirements, and submit equipment technical specifications, drawings where necessary, and details of the manufacturers of the main components. The warranty period must be at least 12 months from acceptance of the works. The tenderer must accept the stated contractual penalty terms and payment conditions. Joint tenderers must appoint an authorised representative and submit the relevant power of attorney. The tenderer must confirm compliance with the tender documents and explain any equivalence, providing supporting evidence where required.
