Compliance requirements
A bidder may be excluded if it does not comply with the contracting authority’s restriction based on the undertaking’s place of establishment or location. The notice states that the bidder must operate on a day-to-day basis in Saaremaa. The bidder must confirm its compliance and, where applicable, provide information on electronically available evidence, including a URL, code and issuing authority.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or financial capacity requirements; these must be checked in the tender documents. The bidder must nevertheless submit a tender that complies with all procurement documents, use the required price structure, and provide any explanations and evidence of equivalence where the offered works or solutions differ from referenced standards, technical specifications, sources, processes, brands, patents, types, origins, production methods, labels or conformity assessment evidence.
