Fences for test plots

The bidder must confirm that none of the exclusion grounds set out in § 95(1) of the Estonian Public Procurement Act apply. The contracting authority will rely on this confirmation when checking the successful bidder’s exclusion grounds. The requirement applies to all lots.

For Lots 1 and 2, the bidder must have previous experience in similar construction works and, during the 60 months preceding the date on which the contract notice was published in the national public procurement register, must have properly performed at least one construction contract involving the construction of fences. Similar work means work that included the construction of at least one 2–3 metre-high wire-mesh fence. The bidder must provide a list of the relevant project, including the client’s contact details. If the contract resulted from a public procurement procedure, the relevant procurement reference number must also be provided. At the contracting authority’s request, the bidder must submit a confirmation letter from the client stating that the works complied with the requirements set out in the European Single Procurement Document and were properly performed. The offer must comply with all tender documents, conditional offers are not permitted, and the bid price must be submitted in the required pricing structure. Joint bidders must appoint an authorised representative and submit the relevant power of attorney. Any claimed trade secrets must be identified and justified; the bid price and other prohibited price-related indicators may not be classified as trade secrets. Where equivalent products, works or evidence are offered, equivalence must be explained and supported by evidence where necessary.
