Launch and implementation of the “Living River, Sustainable Future” project

Summary

The contract covers launching and delivering Puerto Real’s “Living River, Sustainable Future” pilot project for sustainable, inclusive and resident-led development in the Río San Pedro neighbourhood. The work comprises five connected activities: establishing and running a local Agenda 2030 citizens’ observatory; developing local Sustainable Development Goal indicators and a digital dashboard; advising at least five social and solidarity economy initiatives and holding two training workshops; co-designing neighbourhood improvements with residents; and communicating the project and documenting how its approach can be replicated elsewhere. The municipality will manage overall project coordination itself, while the contractor must work with municipal structures. The first phase requires a work programme setting out activities, schedule, resources, participation methods and expected results. The project for this phase must be submitted within 15 calendar days. The approved programme is then delivered; phase two runs until 31 March 2027, while the contract and final-report period extend until no later than 15 April 2027. The final report is due within 15 calendar days of the end of phase two. Key deliverables include at least six citizens’ observatory sessions, a local indicator system with an online dashboard and indicator tracking sheets, support for at least five economic initiatives, two training workshops and proposals for urban improvements. The technical specification anticipates more than 150 participants in urban-design activities, while its evidence requirement for the deliverables specifies participation by at least 50 people. Communications must include at least ten information products, a public closing event, and reports on dissemination and replicability. Public-facing assistance must be available at the neighbourhood civic centre at least two days per week. The contract is not divided into lots. The estimated price is €59,336.02 excluding VAT and €71,796.59 including VAT. Bids must not exceed the budget, offer a zero price, or omit any part of the services; variants are not permitted. Price is worth up to 15 points and quality criteria up to 85. The mandatory responsible declaration and price offer must be submitted; the quality proposal is optional, but commitments used to obtain points become binding during contract performance. Tenderers must meet the turnover and similar-service experience thresholds and provide a five-person team with the specified qualifications and experience.
