English language training in Tallinn

A bidder must not be subject to mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, unlawful employment or exploitation of foreign workers, illegal use of child labour or trafficking. The bidder must not have outstanding taxes, duties or social security contributions, and contract award must not breach international or Estonian Government sanctions. The contracting authority may also exclude a bidder for breaches of environmental, social or labour-law obligations, insolvency or liquidation, serious professional misconduct, local tax arrears, anti-competitive conduct, an unresolvable conflict of interest, participation in the preparation of the procurement creating an unavoidable competitive advantage, serious or repeated breaches of earlier public contracts, false or misleading information, attempts to improperly influence the contracting authority, tax offences or lack of the legal right to submit a tender. The bidder must submit the prescribed confirmation that no exclusion grounds apply. If the bidder relies on another entity’s resources, the same exclusion-ground confirmation must also be submitted for that entity.

The bidder must confirm that it has not materially breached administrative contracts and that no circumstances exist that could cause permanent insolvency or termination of its activities. These requirements also apply to all bidders submitting a joint tender, except where the stated exemption for a public-law entity applies. The bidder must have either provided English-language teaching as part of formal education between 1 January 2023 and the date of publication of the contract notice, or delivered at least 120 contact hours of English-language group training during that period. The bidder must submit the prescribed qualification information and indicate whether it relies on another entity’s resources. At least two lecturers must be available for contract performance. The tender must include the lecturers’ names, the required lecturer information form and copies of documents proving their education. The training venue must be located at the place specified in the procurement documents and within a walking distance of no more than 10 minutes from an official public transport stop; the venue address or addresses must be provided. The tender must include curricula for English proficiency levels A1, A2 and B1 in the prescribed format. The bidder must confirm that the tender complies with the procurement documents and explain any equivalence, providing supporting evidence where necessary. Joint tenderers must appoint an authorised representative and submit the required power of attorney. The bidder must also identify and justify any business secrets, while not classifying the tender price or other prohibited evaluation-related figures as business secrets.
