Procurement of furniture for school premises

The bidder must confirm that neither the company nor its representatives or controlling persons are subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also not have tax or social security payment arrears, unless the obligations have been paid or a binding payment arrangement has been concluded. Other exclusion grounds concern bankruptcy, insolvency or liquidation, suspension of business activities, serious professional misconduct, agreements restricting competition, conflicts of interest, involvement in preparing the procurement, serious or repeated breaches of previous public contracts, misleading information, failure to provide required information or documents, and attempts to influence the contracting authority or obtain confidential information. The bidder must also comply with national exclusion grounds concerning unlawful employment of foreigners, international sanctions and convictions for tax offences. Where an exclusion ground exists, evidence of remedial measures may be submitted where legally permitted. The bidder must provide the required confirmations and, where requested, supporting evidence.

For Lot 1 (tables and chairs), the bidder must be registered in the commercial register of its country of establishment and confirm this in the standard European Single Procurement Document. The registration number and, where applicable, electronic access details must be provided. No separate financial turnover, technical capacity or previous-experience requirements are specified in the available qualification document. For both lots, the bidder must submit a completed furniture specification table with every field filled in and provide clear information about the proposed furniture. The offer must comply with the technical description and the tender documents, include the required bidder confirmation, and remain valid for 90 days. If the signatory is not authorised under the commercial register, a power of attorney must be submitted. Joint bidders must appoint an authorised representative and submit the relevant authorisation. The bidder must confirm that all timber comes from legal sources and provide origin evidence upon delivery, such as an FSC certificate or FLEGT or CITES licence. REACH candidate substances exceeding 0.1% by mass must be declared and evidence concerning their presence or absence provided upon delivery. Furniture must be capable of being dismantled with hand tools by an untrained person, with dismantling and repair instructions supplied. A warranty of at least two years from delivery is required, including repair or a replacement product during repair, and spare parts or functionally equivalent elements must be available for at least two years after delivery. The bidder must follow the required price submission structure, submit an unconditional offer, explain any claimed equivalence and provide supporting evidence where necessary. The bidder must also confirm that it will not use, for more than 10% of the contract value, prohibited Russian-linked subcontractors or suppliers and that the supplied goods are not subject to international sanctions or sourced from sanctioned regions.
