Compliance requirements
The bidder must declare whether it or its representatives have relevant criminal convictions, including for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, terrorist financing, child labour or human trafficking. The declaration also covers unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business activities; serious professional misconduct; breaches of environmental, social or labour-law obligations; early termination or sanctions under previous contracts; competition-distorting agreements; conflicts of interest or involvement in preparing this procurement; false or misleading information, failure to provide required information or evidence, and attempts to obtain confidential information improperly. National grounds also cover enabling unlawful employment of foreign nationals, international sanctions and tax offences. For tax and social security debts, the stated threshold is EUR 0, with the notice explaining that an Estonian tax-debt certificate is not issued for debt below EUR 100 or where payment has been deferred. Where a ground applies, the bidder may provide information about measures taken to restore its reliability where the applicable rules allow this.
Qualification criteria and exclusion grounds
The bidder must have completed, in the 36 months preceding the start of the procurement, at least one qualifying assignment as lead expert: preparation of an adopted comprehensive plan together with its strategic environmental assessment, or strategic environmental assessment of a higher-level plan. The notice specifies a minimum of one completed assignment and asks for the plan name, the date and number of the adoption instrument, and the name of the authority that issued it. The successful bidder must provide evidence of proper performance if requested by the contracting authority. The work must be carried out by a lead planner meeting the requirements of the Planning Act: a person with a master's-level qualification in geography, architecture or landscape architecture, a professional certificate as a responsible specialist in architecture or landscape architecture, or the spatial planner professional qualification. A lead expert for strategic environmental assessment is also required under the Environmental Impact Assessment and Environmental Management System Act. Provide each expert's name, education and professional certificate number. Submit the specialist list and copies of education and professional certificates. The remaining team is determined by the consultant according to its needs.
