The bidder must confirm that neither the company nor its management, supervisory or representative persons are subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also confirm that it has no outstanding tax or social security payment obligations, unless these have been settled or covered by a binding payment arrangement. Further exclusion grounds concern breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing this procurement, serious or repeated breaches of previous public contracts, false or misleading information, failure to provide required information or documents, and attempts to obtain confidential information or improperly influence the contracting authority. The bidder must also comply with the national exclusion grounds concerning illegal employment of foreign nationals, international sanctions, tax offences and any applicable restriction based on the bidder’s country of establishment. Where permitted, the bidder may provide evidence of remedial measures demonstrating restored reliability. The bidder must additionally confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers covered by the applicable European Union sanctions relating to Russia.

The bidder must include at least two global communications strategy consultants and two project managers in the proposed team. Information about each team member must be submitted using the CV form in Annex 3 of the procurement documents. The bidder must also submit a strategic communications plan covering e-Residency communications in the United Kingdom and globally. By submitting a tender, the bidder confirms that it accepts all conditions in the procurement documents; conditional tenders are not permitted. The machine-readable notice does not specify financial turnover, minimum previous experience or other additional qualification thresholds; any such requirements must be checked in the official procurement documents. In a joint tender, the joint bidders must appoint an authorised representative and submit the relevant power of attorney.
