Maintenance of Pärnu City Traffic Light Systems and Traffic Counters from 1 January 2027 to 31 December 2031

The bidder must confirm that neither the company nor its representatives is subject to exclusion grounds relating to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of trafficking in human beings. The bidder must also confirm that it has no outstanding tax or social security payment obligations. Other exclusion grounds include breaches of environmental, social or labour law, bankruptcy or insolvency proceedings, agreements with creditors, liquidation or suspended business activities, serious professional misconduct, competition-distorting agreements, conflicts of interest, involvement in preparing the procurement, serious or repeated breaches of previous public contracts, and the submission of false or incomplete information or failure to provide requested documents. The bidder must also confirm compliance with applicable national exclusion grounds, international sanctions and restrictions concerning the use of certain Russian subcontractors or suppliers. Tax or social security debts below EUR 100 or debts subject to an approved payment schedule are addressed separately in the notice. Where applicable, the bidder may provide evidence of remedial measures restoring its reliability, subject to the conditions stated in the procurement documents.

The bidder must have properly completed, or be performing as the main contractor, at least one contract for the maintenance of traffic light systems during the 36 months preceding the start of the procurement. The reference contract must have a value of at least EUR 80,000 excluding VAT. A contract still in progress must have lasted for at least two years on the date the contract notice was published. The bidder must provide the contract value, dates, contracting party and other required reference details. The bidder must have the hardware and software required to maintain the traffic light sites, including the necessary manufacturer certificates for traffic light controllers and sensors from Flir (formerly Traficon), Dynniq (formerly Peek and Imtech) and Swarco. It must be able to properly install, programme and maintain the controllers and sensors used in Pärnu's traffic light systems. At the contracting authority's request, the successful bidder must submit a list of the hardware and software with technical specifications and copies of the manufacturer certificates. If the equipment is not owned by the bidder, an agreement with a third party permitting its use must be submitted. The bidder must have at least one responsible person with at least three years of work experience in traffic light system maintenance and must submit that person's signed CV using the required form. The bidder must have a quality management system for the construction and maintenance of traffic light systems meeting at least ISO 9001 or equivalent requirements, and an environmental management system in the same field meeting at least ISO 14001 or equivalent requirements. Certificates or equivalent documents must be provided at the contracting authority's request; an uncertified system must be supported by a sufficiently detailed internal description and confirmation from an independent auditor or accredited certifier. The bidder must accept all procurement document conditions, submit an unconditional tender covering the requested items, and confirm that the tender complies with the requirements and any claimed equivalence is explained and evidenced. If relying on another entity's capacity, the bidder must submit that entity's consent and the required procurement passport. A consortium must submit an authorisation for its representative. The tender price must follow the structure specified in the pricing and evaluation section. The bidder must also confirm that it will not use prohibited Russian subcontractors or suppliers for more than 10% of the contract value.
