Compliance requirements
A bidder will be excluded if it has outstanding national tax, payment, environmental charge, tax or social security contribution debts. Rescheduled tax debts are accepted. For bidders established in Estonia, the contracting authority will verify tax debt status directly with the Estonian Tax and Customs Board; bidders established outside Estonia must provide evidence of no tax debts upon request.
Bidders originating from third countries will also be excluded. A third country is a country that is not a European Union or European Economic Area member, a party to the WTO Government Procurement Agreement, or a country with which the European Union has a reciprocal free trade agreement covering public procurement. The bidder must state the country in which the company is registered.
Qualification criteria and exclusion grounds
The bidder must have annual sales revenue of at least EUR 500,000 in each of the last three completed financial years. The bidder must provide the year and amount of revenue for each year; bidders established outside Estonia may be required to submit signed annual reports or equivalent evidence.
Within the 60 months preceding the start date of the procurement, the bidder must have constructed and handed over to the client, as the main contractor, at least one solar power plant with a total capacity of at least 700 kW. The reference must include the client’s name and contact details, a description of the contract, the bidder’s role and the month and year when the works were accepted.
The bid must include documents describing the proposed solution, including equipment specifications and the scope of works, the completed technical requirements form Annex 1 and the bill of quantities Form 3. The bid price must follow the required structure, and conditional bids are not permitted. The bidder must confirm compliance with the tender documents and, where applicable, explain equivalence and provide supporting evidence. The bid must remain valid for at least three months from the bid submission deadline, and the bidder must accept the contractual penalties specified in the tender documents. In the case of a joint bid, a power of attorney from the joint bidders must be submitted.
