Maintenance of traffic management equipment in the city of Pärnu from 1 January 2027 to 31 December 2031

The tenderer must confirm that neither the company nor its management, supervisory body members, authorised representatives or persons controlling it are subject to exclusion grounds such as final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The tenderer must also confirm compliance with tax and social security payment obligations. The specified threshold for tax and social security payment arrears is EUR 0; tax authorities may nevertheless not issue a tax debt certificate where the total debt is below EUR 100 or payment has been deferred, in accordance with the applicable rules. Other exclusion grounds cover breaches of environmental, social and labour law, bankruptcy, insolvency or liquidation, agreements with creditors, comparable national insolvency situations, administration of assets by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious or repeated breaches of previous contracts, misleading or missing information, failure to submit requested documents, and attempts to obtain confidential information or improperly influence the contracting authority. National grounds also concern unlawful employment of foreign nationals, international sanctions, convictions for tax offences and, where provided for in the procurement documents, local tax debts owed in the contracting authority’s municipality. The tenderer must provide the required confirmations and, where relevant, explanations and evidence of remedial measures restoring reliability.

The tenderer must have properly completed or be completing, as a main contractor or subcontractor, at least one contract for the maintenance of traffic management equipment during the 36 months preceding the start of the procurement. The contract must have an annual value of at least EUR 80,000 excluding VAT. An ongoing contract must have been in progress for at least one year on the date the contract notice was published. The tenderer must submit the contract details, including value, dates, contracting party and its own area of responsibility. The tenderer must have, or be able to acquire or obtain the use of, the machinery, tools and equipment required for the maintenance works, including equipment for manufacturing traffic signs; washing traffic signs and delineator posts by machine or pressure washing; accessing and maintaining portals, cantilevers and traffic management equipment installed on them; and installing and removing road markings. At the contracting authority’s request, the successful tenderer must submit a list and technical specifications of the equipment using the prescribed form. If the equipment is not owned by the tenderer, an agreement with a third party allowing its use throughout the contract period must be submitted. The tenderer must have at least one responsible person with at least three years of experience in work similar to the services covered by the procurement. A signed curriculum vitae for at least one responsible person must be submitted using the prescribed form. The tender must include a quality assurance concept for the planned maintenance works covering at least traffic sign manufacture and installation, maintenance of traffic signs, delineator posts, road markings and other road accessories, ensuring the visibility of traffic management equipment, and rectifying vandalism. The tenderer must accept all procurement document conditions, submit an unconditional tender, provide the required authorisation for a joint tender where applicable, and submit the prescribed consent and tender passport of any other entity whose resources are used to demonstrate compliance. The tender must comply with the procurement documents; any claimed equivalence must be explained and supported by evidence. The tenderer must confirm that traffic signs can be easily dismantled after their service life and fully recycled as material, comply with the applicable restrictions on Russian subcontractors and suppliers, and submit the price in the required structure.
