The bidder must confirm that neither it nor its representatives or controlling persons has been finally convicted within the last five years, or remains subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or other forms of trafficking in human beings. The bidder must also confirm that it has no outstanding tax or social security payment obligations. The stated threshold for tax or social security debt is EUR 0; under the applicable tax rules, a certificate is generally not issued where the total debt administered by the same tax authority is below EUR 100 or payment has been deferred. Further exclusion grounds concern breaches of environmental, social or labour law, insolvency, liquidation, bankruptcy or similar situations, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious or repeated failures under previous contracts, false or misleading information, failure to submit required information or documents, and attempts to obtain confidential information or improperly influence the contracting authority. The bidder must also confirm compliance with national exclusion grounds concerning unlawful employment of foreigners, international sanctions and tax-related offences. Where applicable, the bidder may be asked to describe remedial measures demonstrating its reliability.

The bidder must demonstrate technical and professional capacity by providing at least one reference completed during the 60 months preceding the commencement of the procurement. The reference must concern the construction, as the main contractor, of an equivalent hall. An equivalent hall is a hall with a metal frame, covered with weather-resistant material, and with a built-up area of at least 400 m². The bidder must provide sufficient information to allow verification of compliance, including the reference customer's name and contact details. The tender must comply with the procurement documents and include the required technical and financial information. For a joint tender, the bidders must appoint an authorised representative and submit the relevant power of attorney. The bidder must confirm that it will not use a subcontractor subject to replacement under the applicable public procurement rules. It must also confirm that Russian persons or entities covered by the applicable EU sanctions rules will not be used as subcontractors or suppliers for more than 10% of the contract value. The bidder must identify and justify any trade secrets; the tender price and other prohibited price-related information may not be classified as trade secrets. Any proposed equivalent solution must be explained and supported by evidence where required.
