Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

Tenderers originating from third countries will be excluded. A third country is a country that is not an EU Member State, an EEA country, a party to the WTO Agreement on Government Procurement, or a country with which the EU has concluded a reciprocal free trade agreement covering public procurement. Tenderers must state their country of origin, defined as the country in which the company is registered.

Qualification criteria and exclusion grounds

The tenderer must have annual sales revenue of at least EUR 800,000 in each of the last three completed financial years. For tenderers established outside Estonia, the contracting authority may request signed financial statements or equivalent evidence. The tender requests revenue figures for 2025, 2024 and 2023. Within the 60 months preceding publication of the contract notice, the tenderer must have delivered at least one edge banding machine. The reference must state the customer's name and contact details, briefly describe the machine delivered, and give the month and year of acceptance. The tender must include a comprehensive price offer or bill of quantities describing the proposed solution and pricing structure. The tenderer must also complete Annex 1, the technical requirements form, and submit the machine's technical specifications. The price must follow the structure specified in the procurement documents. Conditional tenders are not permitted; submission confirms acceptance of the procurement document conditions. If an equivalent product or solution is offered, the tenderer must explain the equivalence and provide supporting evidence. For a joint tender, a power of attorney for the joint tenderers must be provided. The tenderer must identify and justify any information claimed as a trade secret. The total tender price and partial prices may not be classified as trade secrets. The tenderer must accept the following payment schedule: 30% after contract conclusion, 60% before delivery, and 10% after the equipment has been delivered and accepted. Before the second instalment, the contracting authority may request evidence that the equipment is ready for delivery. The payment term on each instalment invoice must be at least 14 calendar days. The tenderer must also accept the contractual penalty terms in Section 2.2 of the procurement documents. For technical problems, the tenderer must respond by remote assistance within one working day. During the warranty period, a technician must be sent to the buyer's production premises within three working days if needed, or within two working days in the event of a critical failure that completely stops production. Response obligations apply on working days from 08:00 to 16:00 Estonian time. For notices received after that period, the response period starts at 08:00 on the next working day; the obligation does not apply on weekends or public holidays. The warranty must last at least 12 months from acceptance of the equipment, be included in the total tender price, and remain valid without a separate service agreement and regardless of the machine's shifts or operating hours. The tenderer must state the offered warranty period. A service representative responsible for maintenance and technical support must be located in Estonia throughout contract performance and the warranty period, and must be ready to provide services no later than handover of the equipment. The tenderer remains responsible for these obligations even if services are provided by its official representative or partner. For evaluation, the tenderer must state the feed speed of the milling/trimming unit in metres per minute and indicate whether the solution allows the glue pot inside the machine to be replaced with a glue pot stored on an external preheating plate. The latter feature is optional and does not determine tender compliance. The supplied text does not specify an award scoring system or weighting.
