Compliance requirements
The tenderer must confirm that neither the company nor its representatives is subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The tenderer must also have no outstanding tax or social security payment obligations, bankruptcy, insolvency, liquidation or comparable proceedings, serious professional misconduct, anti-competitive agreements, conflicts of interest, improper involvement in preparing the procurement, serious or repeated breaches of previous contracts, false statements or failure to submit requested information. The tenderer must comply with national exclusion grounds concerning unlawful employment of foreign nationals, international sanctions, tax offences and any participation restrictions based on place of residence or establishment. Tax and social security arrears have a threshold of EUR 0. The tenderer must provide the required declarations and, where applicable, explanations and evidence of remedial measures restoring reliability.
Qualification criteria and exclusion grounds
No financial turnover, technical capacity, previous experience, staff or professional qualification thresholds are specified in the provided notice. The tenderer must submit a fully compliant tender for the selected lot or lots and may bid for a maximum of 14 lots. The tender must be unconditional and confirm acceptance of all tender document requirements. Prices must be entered in the prescribed structure and in Annex 2: unit prices in euros, both excluding and including VAT, with two decimal places; every line of Annex 2 must be completed without changes, additions or blank fields. The annual price must be submitted in the procurement register and remain valid for 24 months, and unit prices must include all costs necessary for proper contract performance. The tenderer must confirm that the goods are not subject to international sanctions or originating from sanctioned areas. Subcontractors or suppliers covered by the relevant EU restrictions may not account for more than 10% of the contract value. Joint tenderers must appoint an authorised representative, submit the relevant power of attorney with the tender and accept joint and several liability. Any claimed trade secret must be described and justified; prices and other prohibited evaluation-related figures may not be classified as trade secrets.
