Compliance requirements
The bidder must declare whether it, or any person in its administrative, management or supervisory body or authorised to represent, decide for or control it, has a relevant final conviction within the last five years, or remains subject to an exclusion period. The grounds cover participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.
A bidder may be excluded for outstanding tax or social security contribution obligations in its country of establishment or in Estonia. The notice specifies a threshold of EUR 0; however, under the stated Estonian tax rules, a tax-debt certificate is not issued for debt below EUR 100 (excluding interest not established by an administrative act) or where payment has been rescheduled. Foreign bidders are assessed under the rules of their country of establishment. The bidder must also declare whether it has enabled a foreign national residing unlawfully to work, or enabled breaches of the conditions for a foreign national’s employment in Estonia, including payment below the statutory wage rate. The bidder may be excluded if awarding the contract would breach an international or Estonian government sanctions measure, or if it is subject to a restriction on participation based on its place of residence or establishment set out in the tender documents.
Qualification criteria and exclusion grounds
The service team must include at least one project manager with a bachelor’s degree or applied higher education qualification at Estonian Qualifications Framework level 6 or equivalent. The project manager must have completed at least two project-management assignments in education or healthcare during the 60 months before the procurement. Submit the project manager’s CV and evidence of the qualification.
At least 12 supervisors must deliver the service. The bid must include CVs for at least four supervisors. Each proposed supervisor must have completed supervisor training compliant with the ANSE standard or an equivalent standard, with supporting evidence, and must have experience delivering at least two individual and two group supervision sessions. Any additional supervisors needed to reach the minimum team of 12 must be presented before service delivery begins and meet the same requirements. During contract performance, at least three supervisors must be able to conduct supervision in Russian; their details must be included in the bid or provided before service delivery begins.
Submit the service description using the buyer’s form. It must explain service planning, list the team members and state the unit prices, and be detailed enough to assess compliance with the tender documents. Prices must follow the structure specified in the pricing worksheet. The service description is used in bid evaluation, and additional points may be awarded under the evaluation methodology; the detailed scoring method should be checked in the tender documents.
The bidder must confirm that its bid accepts all tender-document conditions; conditional bids are not permitted. Where bidders submit jointly, they must appoint an authorised representative and include the authorisation. The bidder must identify any trade secrets and explain why the information qualifies, but may not designate prices or specified evaluation-related figures as trade secrets. For exclusion checks, provide the names and personal identification codes of authorised persons not shown in the commercial register, or confirm that there are no such persons. For in-person training meetings, access must be arranged for people with reduced mobility when needed and by agreement.
