Procurement of a mobile LED trailer

The bidder must confirm that neither the bidder nor its management, supervisory bodies, authorised representatives or persons controlling the bidder are subject to exclusion grounds. These include convictions within the last five years or an ongoing exclusion period for corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, or participation in a criminal organisation. The bidder must also not have unpaid taxes or social security contributions, unless the obligations have been settled or covered by a binding payment arrangement. The exclusion grounds also cover bankruptcy, insolvency or liquidation proceedings, administration of assets by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement that creates an unfair advantage, and serious or repeated breaches of previous public contracts resulting in termination, damages or penalties. Providing false or misleading information, withholding required information or documents, attempting to obtain confidential information or improperly influence the contracting authority may also lead to exclusion. The bidder must additionally confirm compliance with applicable environmental, social and labour-law obligations, the absence of convictions for enabling unlawful employment of foreign nationals, the absence of relevant tax-offence convictions, and that entering into the contract would not breach international or national sanctions. Where applicable, the bidder must describe any remedial measures taken to restore its reliability and provide supporting evidence.

The bidder must have properly completed at least one contract during the 36 months preceding the start of the procurement. The contract must have included the supply, configuration and commissioning of either a mobile LED trailer or an outdoor LED screen with a visible area of at least 15 m². The bidder must provide the contract description, total value, performance period, its own scope of responsibility, the contracting authority and contact details, and information enabling the reference to be verified. No specific turnover, financial-capacity, professional qualification or staffing requirement is stated in the available notice.
