Recruitment of Emergency Response Centre Volunteers

Summary

The tender seeks a contractor for the Emergency Response Centre to develop a complete creative solution, including messages and visuals, and to plan and carry out a nationwide information and recruitment campaign. Compliance requirements

The bidder and its representatives, management or supervisory board members must not have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, unlawful use of child labour or human trafficking. The bidder must not have outstanding tax or social security payment obligations. Grounds for exclusion may also include breaches of environmental, social or labour-law obligations; bankruptcy, liquidation or another insolvency situation; an agreement with creditors; administration of assets by a liquidator or court; or suspended business activities. Other possible grounds for exclusion include serious professional misconduct, anti-competitive agreements, a conflict of interest, prior involvement in preparing this procurement, a serious breach or early termination of a previous public contract accompanied by damages or another sanction. A bidder may also be excluded for providing false information, failing to submit required information or documents, attempting to improperly influence the contracting authority’s decisions or seeking confidential information. Under Estonian law, the contracting authority will additionally check breaches related to enabling an unlawfully staying foreign national to work, the applicability of international or Estonian sanctions, and convictions for tax offences. The bidder must provide the declarations required in the European Single Procurement Document and, where necessary, supporting evidence. Where an exclusion ground applies, evidence of remedial measures restoring reliability may be submitted where legally applicable.

Qualification criteria and exclusion grounds

Within the 60 months preceding the start of the procurement, the bidder must have properly completed at least one marketing, information or recruitment campaign contract involving the development of a creative campaign solution and implementation through at least two different media channels. The bidder must provide the contract title and description, performance period, the other contracting party’s name and contact details, a description of the services provided and the media channels used. If the reference contract is publicly available in the public procurement register, the relevant procurement reference number must also be provided. The contract team must include at least one project manager, creative director, designer and copywriter. Each must have at least 24 months of experience in the relevant role during the preceding 60 months. The bid must include each person’s name and CV, identifying the projects or work demonstrating the required experience, the person’s role and the relevant performance period. At least one team member must have, during the preceding 60 months, worked as a member of a marketing campaign team in the field of national defence, civil protection or internal security. The bid must include that person’s name and a campaign description stating the field, role, duties and implementation period. The bid must include a PDF presentation of the campaign creative concept comprising no more than eight slides. It must cover the core campaign idea, messages and target-audience engagement, as well as the campaign structure and duration. The bid must comply with the tender documents, be unconditional and follow the prescribed pricing structure. For a joint bid, a power of attorney for the joint bidders must be included. The combined cost of creating the creative solution introducing the Emergency Response Centre’s work and implementing the volunteer recruitment campaign may not exceed EUR 100,000 excluding VAT; a bid exceeding this limit will be rejected.
