Construction of the pedestrian and cycling path on Tallinna Road and Kanepi Street

The bidder must confirm that neither the bidder nor its representatives are subject to exclusion grounds relating to convictions for criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also have fulfilled its tax and social security payment obligations and must not be subject to relevant insolvency, bankruptcy, liquidation, serious professional misconduct, competition-restricting agreements, conflicts of interest, improper involvement in preparing the procurement, serious previous contract failures, false statements or failure to provide required information. The notice also covers national exclusion grounds concerning unlawful employment of foreign nationals, international sanctions and convictions for tax offences. The bidder must provide information and, where applicable, evidence concerning any such circumstances and may describe remedial measures restoring its reliability where permitted. First-tier subcontractors are checked during contract performance, and the bidder must confirm that it will not use a subcontractor who would have to be replaced under the applicable procurement rules.

The bidder must have completed at least one road, street, square or pedestrian and cycling path project during the 60 months preceding the start of the procurement. The reference project must have had a constructed area of at least 300 m² and included construction of the sub-base. At least one reference is required, and the bidder must provide enough information for the contracting authority to verify compliance, including the project description, the bidder’s scope of responsibility, value and performance period, client and contact details, and any available supporting information. For a joint tender, the bidders must appoint an authorised representative and submit the relevant power of attorney. The tender must comply with all procurement documents, conditional tenders are not permitted, and the price must be submitted in the specified structure. The completed works-quantity table must be attached. Any claimed equivalence to a required standard, technical specification or other reference must be explained and supported with evidence where necessary.
