No separate exclusion grounds are listed in the procurement passport. The bidder must nevertheless confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents or companies established in the Russian Federation, entities directly or indirectly more than 50% owned by such persons or entities, or their representatives or persons acting on their instructions. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions. A tender may be rejected if these conditions are breached. In a joint tender, a power of attorney for the joint tenderers must be submitted.

The bidder, or the joint tenderers taken together, must have an average net turnover of at least EUR 1,000,000 per year over the last three completed financial years. The bidder must provide turnover figures for 2025, 2024 and 2023 and, upon request, additional evidence if the contracting authority cannot verify the figures in public databases. Within the 36 months preceding the start of the procurement procedure, the bidder must have created at least one food industry production line. The bidder must provide details of the completed agreement, including the other party’s name and contact details, a description of the object, and the dates of signing and completion. If the agreement resulted from a public procurement, the relevant procurement reference number must also be provided. The tender must be unconditional and comply with the tender documents. The bidder must submit the technical description, participation application, the required pricing structure and, where applicable, explanations and evidence of equivalence. During the warranty period, the bidder must be able to respond to a notification within 24 hours, and the maintenance team or service provider must arrive within 24 hours after notification. The bidder must inspect the site before submitting the tender and provide evidence of the inspection. The tender must include a drawing of the planned production line, a description of its process, a drawing of the planned grain humidifier and a drawing of the planned fermentation unit. Any trade secret must be described and justified in the tender; the tender price and relevant numerical figures used for evaluation may not be classified as trade secrets.
