Compliance requirements

The tenderer may be excluded if it or a person authorised to represent, manage or control it has a relevant conviction within the previous five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour or human trafficking. Exclusion grounds also include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, an arrangement with creditors, similar proceedings, administration of assets by a liquidator or court, or suspended business activities; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest or an unfair advantage arising from involvement in preparing the procurement; serious or persistent failure to perform a previous public contract resulting in early termination, damages or comparable sanctions; and false or misleading statements, withholding information, failure to provide required documents, or improperly obtaining confidential information. Qualification criteria and exclusion grounds

The tenderer must be entered in the business register or an equivalent register in its country of establishment. Its net turnover must have been at least EUR 190,000 in each of the last three completed financial years: 2023, 2024 and 2025. At least five years before the contract notice was published, the tenderer must have completed similar core-drilling service contracts involving the construction of at least three boreholes deeper than 20 metres. The reference information must describe the work and borehole depths, contract value and dates, and provide the client’s details and contact person’s contact information. Contracts count as completed if the work was handed over and accepted; qualifying completed stages may also count where work was accepted in stages. The team must include a geologist responsible for drilling works with higher education in geology. The tenderer must have, or be able to use, a drilling rig meeting the technical requirements for the boreholes and a backhoe excavator meeting the requirements for excavation openings. It must describe the equipment and technology and demonstrate ownership or provide a written agreement for their acquisition or use. The person submitting the tender must be authorised to represent the tenderer; otherwise, the required power of attorney must be included. Joint tenderers must appoint an authorised representative and submit the power of attorney and confirmation of joint and several liability. The tender must include the required confirmation, a company profile of no more than two A4 pages, a CV signed by the geologist responsible for drilling works, the price offer on the prescribed form, a service description demonstrating compliance with the technical specification, and a project schedule based on completing the work within three months of contract signature.
