Tallinn population and demographic study

The bidder must confirm that neither it nor its representatives or members of its management or supervisory bodies have been finally convicted during the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, illegal use of child labour or other forms of trafficking in human beings. The bidder must also have no outstanding tax or social security payment obligations. The exclusion grounds also cover breaches of environmental, social and labour law obligations; bankruptcy, liquidation or insolvency proceedings; arrangements with creditors; assets administered by a liquidator or court; suspended business activities; serious professional misconduct; anti-competitive agreements; conflicts of interest; and serious breaches of previous contracts resulting in termination, compensation or penalties. The bidder must not submit false information, omit required information or documents, seek confidential information improperly, or attempt to influence the contracting authority's decision-making process. The bidder must also confirm that awarding the contract would not breach international or Estonian sanctions, that it is legally entitled to submit a tender, and that no exclusion ground applies in relation to tax offences or enabling an unlawfully present foreign national to work. Where permitted by applicable law or the tender documents, the bidder may submit evidence of measures taken to restore its reliability if an exclusion ground applies.

The bidder must have completed at least one contract during the 120 months preceding the start of the procurement for preparing a population and/or demographic study. The study must have included data-based analysis of the population, such as analysis of population distribution and trends, and the preparation of population forecasts and development scenarios. The ESPD must include the contract description, validity dates, value, contracting party and contact details, and, for a public contract, the procurement reference number. The contracting authority may contact the other contracting party for additional information. At least one expert must participate in contract performance who, during the last 10 years, has taken part as a key expert or core study team member in the substantive management and development of a population and/or demographic study. The bidder must provide the project name and brief description, the expert's role, the project period and the project contact person's details. The team must also include at least one expert with at least a master's degree or equivalent qualification in architecture, planning, landscape architecture or urban studies. Education must be evidenced by a diploma, registry extract or, for foreign education, an equivalence certificate issued by a competent authority. One person may perform both roles if they meet the requirements for each role. The bidder must ensure the direct participation of the named experts in contract performance. The tender must include a freely formatted service delivery plan covering the work plan and entire work process, schedule, interim results, coordination, methodologies and data used, and cooperation and stakeholder engagement arrangements. The plan must follow the technical description. The tender must be unconditional and comply with all tender documents. The price must be submitted in the required structure in euros to two decimal places and must include all costs necessary for proper contract performance. Zero or negative prices are not permitted. For a joint tender, a power of attorney must be submitted and the joint tenderers are jointly and severally liable for contract performance. Any trade secrets must be identified and justified, and evidence of equivalence must be provided where relevant.
