Supply of soft drinks and alcoholic beverages for the Business Class Lounge

A bidder will be excluded if any of the exclusion grounds set out in § 95(1), points 1–5 of the Estonian Public Procurement Act applies. The bidder must confirm that none of these circumstances exists. The bidder must also confirm that it is not subject to a participation restriction imposed by the contracting authority based on the bidder’s registered office or place of residence. These conditions apply to all lots.

The required financial capacity depends on the selected lot. The bidder’s total net turnover in each of the last three financial years completed before the procurement procedure began must be at least: EUR 24,000 for Lot 1; EUR 20,000 for Lot 2; EUR 88,000 for Lot 3; EUR 44,000 for Lot 4; EUR 18,000 for Lot 5; EUR 102,000 for Lot 6; EUR 260,000 for Lot 7; EUR 84,000 for Lot 8; and EUR 140,000 for Lot 9. The bidder must provide the figures for 2023, 2024 and 2025. Upon request, extracts from the annual accounts for the last three financial years must be submitted; a foreign bidder must provide a certificate or extract issued by the competent authority in its country of establishment. If the latest financial year’s data is not yet publicly available, the bidder must submit a document demonstrating compliance with the turnover requirement. For all lots, the bidder must have completed at least three comparable contracts for the supply of soft drinks, juices, post-mix syrups or alcoholic beverages. For each reference contract, the bidder must provide the contract value, signing date and details of the other contracting party, including the contact telephone number and email address of the customer’s representative. For public contracts, the procurement reference number must also be stated. The tender must be complete, unconditional and compliant with the tender documents. Prices must be submitted in the required format, including all discount percentages and unit prices. A tender containing a zero, negative or missing price or unit price will be rejected. The bidder must confirm that the products comply with Estonian and European Union food safety, labelling and packaging requirements and must provide an explanation and supporting evidence where equivalence is claimed. If the bidder has an ordering platform, a description of it must be submitted. The bidder must also identify any trade secrets and justify their classification; the tender price and partial prices may not be classified as trade secrets.
