Procurement of soft drinks and alcoholic beverages for the Business Lounge

The tenderer must confirm that none of the exclusion grounds under the Public Procurement Act apply. In particular, the contracting authority will exclude a bidder if the exclusion grounds listed in section 95(1) points 1–5 apply. The bidder must also confirm that there is no nationally applicable exclusion ground related to restrictions on who may submit a tender or request, based on the bidder’s place of establishment or residence, if such a restriction is set in the tender documents.

For each lot, the bidder must meet the turnover requirement for each of the last three financial years ended by the time the procurement was launched. The minimum annual turnover is: lot 1 – EUR 24,000; lot 2 – EUR 20,000; lot 3 – EUR 88,000; lot 4 – EUR 18,000; lot 5 – EUR 102,000; lot 6 – EUR 260,000; lot 7 – EUR 84,000; lot 8 – EUR 140,000; lot 9 – EUR 140,000. The bidder must enter the data in the public procurement register and, on the contracting authority’s request, provide extracts from the last three annual reports or a certificate from the competent authority of the bidder’s country of establishment. If the latest closed financial year is not yet publicly available, an extract showing compliance with the turnover requirement must be submitted. As regards technical and professional ability, the bidder must have at least three completed contracts of the same type as the subject matter of the procurement, concerning soft drinks, juices, post-mix syrups or alcoholic beverages. For each reference contract, the bidder must provide the contract value, the date of conclusion and information about the other contracting party, including the client representative’s contact details, telephone number, e-mail address and, in public procurement, the reference number. The tender must comply with the tender documents, be submitted according to the required price form structure, and include any required equivalence explanations and evidence. The goods must comply with Estonian and EU food safety, labelling and packaging requirements.
