Compliance requirements
The bidder, its management or supervisory board members, representatives and controlling persons must not have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, illegal child labour or human trafficking offences. Exclusion may also result from tax or social security debt, breaches of environmental, social or labour law, bankruptcy or other insolvency, liquidation, suspended business activity, serious professional misconduct, anti-competitive agreements, a conflict of interest, involvement in preparing the procurement procedure, serious breaches of previous public contracts, or the submission of false information or failure to provide required documents. National exclusion grounds are also checked, including enabling illegal employment, tax offences, local tax debt and breaches of international sanctions. In certain cases, the bidder may submit evidence of remedial measures restoring its reliability.
The bidder, any consortium member and any entity whose capacities are relied upon must not be established or resident in the Russian Federation or Belarus. The bidder must not subcontract or source more than 10% of the contract value from Russian nationals, residents, entities established in Russia, or entities owned or controlled by such persons. A consortium must submit a power of attorney for its authorised representative. The bidder must confirm that it has not engaged in corrupt conduct and that its bid is unconditional.
Qualification criteria and exclusion grounds
Within the 36 months preceding the start of the procurement, the bidder must have properly completed or be performing at least three indoor cleaning contracts for buildings of at least 500 m². The bidder must submit a list of the contracts with their value, dates, contracting authorities and contact details, together with a description of the cleaning products used. The cleaning products must carry the EU Ecolabel for hard-surface cleaning products, another officially recognised Type I ecolabel under EN ISO 14024, or an equivalent label. The bidder is responsible for proving equivalence. If no ecolabel is available, the bidder must submit a conformity audit from a conformity assessment body or independent auditor, or other documents proving compliance.
The bidder must have a cleaning manager available for the entire contract period. The manager must hold a valid level 4 cleaning supervisor qualification or an equivalent qualification under the European Qualifications Framework. The bidder must provide the manager’s details and, where necessary, a copy of the certificate together with the professional description issued in the certificate’s country of origin. At the time of submitting the bid, the bidder must have implemented an environmental management system conforming to ISO 14001:2015; the successful bidder must provide a copy of the certificate.
The bid must include a list of the cleaning products and supporting compliance documents, a list of textile cleaning equipment and evidence that it is made of microfibre or complies with the EU Ecolabel criteria for textile products. Written use and washing instructions must be provided when the equipment is handed over. Before service commencement, the bidder must train the service personnel on environmental matters and provide evidence of the training. The bid must comply with the tender documents, be unconditional and include the properly completed Annex 4 price submission form. Service performance must follow EVS 807:2016+A1+A2:2022 and EVS 914:2020, or equivalent requirements.
