Creation of videos supporting parents’ knowledge, skills and coping abilities

The bidder must confirm that none of the exclusion grounds listed in Section 95(1) of the Estonian Public Procurement Act apply. If such a ground exists, the bidder must be prepared, at the contracting authority’s request, to provide a reasoned explanation of remedial measures and, where applicable, evidence of restored reliability. Neither the bidder nor its team members may have participated in preparing this procurement in a way that gives them a competitive advantage, and there must be no conflict of interest. The bidder must not be subject to bankruptcy or liquidation proceedings. The bidder must also confirm that it has no material or repeated breaches of previous public contracts that resulted in early termination, withdrawal from a contract, a price reduction, compensation for damages or a contractual penalty. The bidder must comply with any participation restrictions imposed by the contracting authority concerning the undertaking’s place of establishment or residence. Before concluding the contract, the successful bidder may be required to provide documents corresponding to its declarations if the relevant data are not freely available to the contracting authority from registers.

No separate selection or suitability criteria are specified in the European Single Procurement Document. The bid must comply with all tender document requirements, and conditional bids are not permitted. The bidder must submit a description of the video production arrangements covering the number of filming days, the technical equipment at the filming location, the team composition (director, stage director and art director, camera operator, lighting and sound designer, and make-up artist), the equipment to be used, and the filming, sound and lighting solutions. The description must also explain post-production and digital accessibility, and confirm that appropriate licences are available for music, graphics and other third-party materials. The bid must include a visual style concept with a sample design, at least one video still-frame sample, a storyboard for one video and a work schedule covering the period from preparation to delivery of the final files. The storyboard must address “Supporting a Child’s Autonomy” and include the video structure, descriptions of shots or content blocks, the visual solution, the key messages and a practical approach suitable for the target audience. The schedule must also describe the approval of interim versions, the delivery format for the videos and the arrangements for revisions. The tender price must be submitted in the structure specified in the tender documents. Where an equivalent solution is used, the bidder must explain its equivalence and provide supporting evidence where necessary. In a joint bid, a power of attorney for the joint bidders must be submitted. The bidder must identify and justify any trade secrets; the tender price and numerical figures relating to the award criteria may not be designated as trade secrets. During contract performance, the parties should use online meetings where possible, avoid unnecessary printing and oversized digital files, and delete unnecessary digital materials after completion of the work.
